ECA produces live maps of Head Start service areas that display the geographic distribution of estimated Head Start eligible children by Zip Code. We use 5-Year ACS data from the US Census Bureau. Service Area Totals & Analysis
Does your program’s funded and cumulative enrollment match up with your service area’s demand for services? Does the total capacity for early childhood education programs match up with the number of children who qualify for and need such services? These are the fundamental questions that drive planning for full enrollment, placement of centers and program design. ECA staff has worked with dozens of programs across the nation on these issues.
Breakdown of racial characteristics for children under 5 in poverty for your service area. This includes pie charts by year and tables which can be grouped by region within your program’s service area.
We provide historic data and analysis of trends in the poverty rate, cumulative enrollment, total population and other key factors that effect Head Start eligible populations. This analysis informs planning and explains internal trends that the program is seeing in the population that it serves.
Service Areas big and small can be broken down into sub regions, recruitment areas and neigbhorhoods. This allows for analysis around center placement and planning for recruitment efforts. Center capacity can be compared to the estimated number of Head Start eligible children at a zip code, region, or neighborhood level.

ECA staff has extensive experiencing writing Community Assessments, analyzing data and presenting to Head Start Regional Offices and the Office of Head Start. Our analysis and reports have been used to provide justification for change of program options, relocation of centers, Early Head Start conversion, expansion of service areas and expansion of Funded Enrollment.
